Finance Manager 132211: strategic finance, not routine accounting

Finance Manager covers planning, directing and controlling an organisation's financial and accounting activities. Typical titles include Chief Financial Officer, Finance Director and Financial Controller, but the title must be supported by organisation-wide responsibility for finance strategy, systems, reporting and control.

The occupation is not a senior-sounding alternative for routine accounting. Work centred on preparing one set of accounts, processing transactions, managing investments for clients or running a financial-services branch may fit another occupation even when the employee reports to executives.

What the occupation covers

  • setting and reviewing budgetary, accounting and financial strategies;
  • interpreting financial information for business performance and funding decisions;
  • directing accounting systems, controls and statutory reporting;
  • overseeing forecasts, capital proposals and sources of funds; and
  • coordinating finance staff and advising other senior managers.

Three accounting bodies can assess 132211

CPA Australia, CA ANZ and IPA are designated assessing authorities for Finance Manager. An applicant chooses an authority and follows that body's current process; three separate assessments are not required. Their published pathways examine bachelor-level comparability, accounting and finance competency areas and English-language evidence.

A qualification assessment and a skilled-employment assessment are separate questions. A suitable accounting qualification does not by itself establish that the employment was performed at Finance Manager level, so the employment evidence should show decision-making authority, organisational scope, reporting lines and responsibility for finance functions.

How to read the visa-list results

The STSOL result supports occupation-list access for state-nominated subclass 190 and the state-nominated subclass 491 route, but not subclass 189. The CSOL result explains the displayed 482 and 186 employer-sponsored matches. The ROL and training-list results relate to subclasses 494 and 407.

Those list results do not decide whether an accountant, controller or finance lead genuinely performed the occupation. They also do not provide state nomination, employer sponsorship or a suitable assessment from the selected accounting body.

Common mistakes to avoid

  • Using 132211 for an Accountant, Management Accountant or Financial Investment Manager without organisation-wide finance responsibility.
  • Relying on a CFO or controller title without an organisational chart and evidence of the functions actually directed.
  • Assuming accounting-body membership automatically supplies a migration skills assessment.
  • Reading STSOL membership as subclass 189 availability.
