Health Diagnostic and Promotion Professionals nec 251999: a residual health occupation
Health Diagnostic and Promotion Professionals nec is for professional health diagnostic or promotion work that belongs in ANZSCO unit group 2519 but is not more accurately classified under a named occupation. The ABS and VETASSESS identify Genetic Counsellor as an example.
The 'nec' label means not elsewhere classified. It should not be used merely because another health occupation has a different assessing authority or visa outcome, and it cannot absorb work that is genuinely covered by another ANZSCO occupation.
What the occupation covers
- performing professional health diagnostic, counselling or promotion work;
- applying specialised health knowledge at bachelor-degree level or above;
- assessing health information and advising patients, families or communities;
- documenting professional findings, interventions and outcomes; and
- explaining why no specific ANZSCO health occupation accurately fits the role.
VETASSESS assesses nec cases individually
VETASSESS classifies 251999 as Group A and requires a highly relevant bachelor-level or higher qualification plus the applicable post-qualification employment. Relevant study may include medicine, dentistry, nursing, allied health, health science, health promotion, public health, nutrition or pharmacy, but the precise relationship to the claimed role matters.
Applicants should provide a cover letter justifying the nec category. VETASSESS states that employment highly relevant to another ANZSCO occupation cannot be assessed under this residual code simply because that other occupation is unavailable for a desired migration pathway.
List coverage does not remove the nec test
The STSOL result supports state-nominated subclass 190 and subclass 491 consideration. ROL and training mappings support the displayed subclass 494 and 407 results, and Core Skills coverage supports standard subclass 482 and direct-entry subclass 186.
Every route still depends on a defensible residual classification. Registration or licensing may also apply to the underlying health profession and is separate from the VETASSESS migration assessment.
Common mistakes to avoid
- Choosing 251999 because a more accurate health occupation has less favourable visa coverage.
- Omitting a cover letter that explains the residual classification and professional scope.
- Using the code for support, administrative or technician work below the professional level.
- Assuming a VETASSESS outcome grants professional registration or permission to practise.
